FINANCE SCOPE OF WORK: The Financial Reporting Analyst will work closely with the Controller 1 and Lead Contract Representative to complete the federal financial reporting (FFR) requirements for all grants, cooperative agreements, and contracts for the Standing Rock Sioux Tribe.
SUPERVISION: The Financial Reporting Analyst will work under the supervision of the Standing Rock Sioux Tribe, Chief Finance Officer who will provide guidance, direction and conduct performance evaluations.
DUTIES AND RESPONSIBILITIES: Monitor and track the financial progress (before and after the award process) of grants, cooperative agreements, and contracts of the Standing Rock Sioux Tribe.
Conduct analysis and systematically compile financial information for reports and correspondence Assist programs in resolving discrepancies with monthly program reports and financial reporting.
Provides interpretation of federal, state, and tribal government laws and regulations regarding grant and contracts and administration.
Develop the Schedule of Expenditures of Federal Awards and work with auditors for submission in the tribe’s fiscal year audit.
Assists programs with understanding of grant announcements, notice of funding opportunities, and requests for proposals (RFP).
Establish financial point of contact and liaison capacity for grants and contracts for financial reporting purposes with federal funding and regulatory agencies, state agencies, financial institutions, and other entities.
Initiate and secure financial reporting responsibilities through online portals with various funding agencies.
Coordinate required trips throughout the year with auditors; assist auditor onsite and provide required program files and reports.
Develop and maintain the Standing Rock Sioux Tribe master financial calendar and schedule of Expenditures of Federal Awards.
Submit accurate and timely financial reports for the tribe as specified by the agency requiring reports.
Maintain financial portal maintenance such as; Automated Standard Application for Payments, The Payment Management System, Grant Solutions, Vendor Invoicing Portal & Electronic Reporting System, and others as assigned by agency.
Establish internal control process of activating and deactivating users in various financial portals.
Assist programs during the on-boarding and close-out process of all grant and contracts.
QUALIFICATIONS: Bachelor’s Degree in Business Administration, Business Management, Finance Management or related field with three (3) year’s work experience in grants and grants administration systems, processes and budgeting, especially federal grants.
Excellent computer skills, including competence in the full range of Microsoft (Excel, Work, PowerPoint, Access, Outlook) applications.
Solid math and data entry skills.
Efficient in office equipment (copy, scanner, printers, and telephone) operation.
Excellent verbal and written communication skills with ability to understand and carry out both verbal and written instructions and request clarification when needed.
Customer Service skills with ability to perform in challenging situations with professionalism and tact.
Possess and maintain valid driver’s license and meet insurability requirements.
Must pass a required background check, never convicted of a felony or any crime involving the mishandling of money or financial accounts.
JOB REQUIREMENTS: Demonstrate effective knowledge of Standing Rock Sioux Tribe Financial Management Policies and tribal management systems, professional code of ethics, personnel policy and procedures and applicable tribal and federal laws.
Ability to work with minimal supervision and apply sound judgement with clear understanding of when consultation and/or approval of Chief Finance Officer is needed.
Ability to understand grant announcements, notice of funding opportunities and grant awards.
Ability to effectively prepare of records, statements and accounts on demand with accuracy and efficiency.
Ability to effectively utilize accounting software; become proficient in electronic/automated/computerized accounting operating system.
Demonstrate knowledge and understanding of audit findings and implementing corrective action recommendations.
Ability to conduct training for Finance staff on how to complete Federal Financial Reporting accurately.
Demonstrate competency in working with numerical data with ability to formulize computations accurately.
Ability to comprehend and make inferences from written materials.
Ability to review the work product of others to ensure conformance to standards; appreciate and understand differing points of view and respond with diplomacy and tact.
Communicate orally and in writing with others; work effectively with a variety of programs, directors and staff, governmental representatives and the public, Ability to rely on experience and judgement to plan and accomplish goals; manage multiple projects at once and complete projects within a specified time period.
