Summary of Work
The Account and Budget Specialist in our Driver License and Motor Vehicle Division will have shared responsibility to oversee accounting and internal auditing functions in accordance with approved policies and procedures.
This position is responsible for ensuring that all reconciling items are identified and resolved timely, and management is kept informed on any issues arising from non-compliance of policy, system errors, or vendor issues.
This position will also be responsible for maintaining the division's internal audit program and will inform management of any potential non-compliance or suspicion of fraudulent activity.
Duties include: Accounting and cash flow process for Driver License (DL) and Motor Vehicle (MV).
Analyze cash flow into LEGEND program.
Identify and resolve accounting discrepancies.
Maintain oversight of the cash General Ledger with the Bank of North Dakota account.
Manage DL/MV online and in-house credit cards for accuracy.
Maintain knowledge of the MV title and registration paperwork process to ensure compliance.
Manage internal audit functions related to cash management as well as code of conduct for DL/MV divisions.
Internal audit and risk management.
Maintain expert knowledge level of North Dakota Century Code (NDCC) Chapters 39 and 57; apply statutory requirements of NDCC to ensure compliance.
Assist DL/MV management with accounting and audit functions and serve as assistant with the responsibility and decision-making for accounting and audit functions in their absence.
Ongoing professional development - seek out courses, webinars, conferences, or other training and education opportunities to continue to grow accounting skills.
Minimum Qualifications To be successful in this role, you will need to be able to work in a fast-paced environment with the ability to manage multiple requests at one time.
Experience with various computer hardware and software including web-based applications.
Excellent communication and creative problem-solving skills, experience conducting internal audits, preparing Excel worksheets and fiscal statistics, reconciling general ledgers to various financial reports and accounts is essential.
To be considered for this position, you must have one year of professional accounting experience and a bachelor's degree with an accounting concentration.
Alternatively, a bachelor's degree in finance or a related field will be considered if accompanied by at least two years of professional accounting experience.
Employment of the selected candidate will be contingent on satisfactorily completing the interview process, criminal history check, and a verifiable record of satisfactory performance in previous employment.
