POSITION SUMMARY: Assesses/documents contractor activities for compliance with construction documents on assigned projects.
Responsible for identifying and meeting client expectations, developing fee/scope/schedule documents, performing constructability reviews of construction documents, quality assurance/quality control, assists in resource identification/assignment, meeting project schedules, and maintaining client relationships.
Will work in office and in field.

Responsibilities: Essential Functions & Responsibilities: Field: (25-30%) Serves as point of contact for designated client(s).
Works directly with internal and external clients and contractors.
Performs site visits to conduct assessments of contractor performance.
Reads and interprets construction plans and specifications to provide responses to RFI’s during construction process.
Leads and/or participates in pre-construction/status update meetings.
Prepares documentation for record drawings based on contractor provided as-built documents.
Completes detailed construction reports using MS Word, MS Excel and construction management software systems.
Monitors performance of contractors and confronts compliance issues with contractors when identified.
Monitors compliance with applicable safety standards (Federal, State and Local) and compliance with industry standards and practices as applicable.
Assists with training and scheduling of staff.
Assists in establishing budgets and preparing/presenting proposals.
Perform duties of Lead Construction Engineering Technician on complex projects as needed.
Office: (70-75%) Conducts project planning including development of the project scope, concepts and strategies to be used, task organization, estimates of effort and identification of other required resources, and develops schedules necessary to complete the project.
Creates cost and budget estimates for the project.
Coordinates, manages and participates in the production of the project deliverables.
Performs or participates in some or all of the following: Project status/review meetings Bidding and contract award Construction Administration Performs site investigations and prepares report(s) documenting conditions.
Communicates openly and frequently with clients during the course of a project to ensure that all issues are addressed to the client’s satisfaction.
Participates in on-going client maintenance activities, as appropriate.
Performs constructability reviews of contract documents during design phase activities Interprets “as-built” and redline information and reviews appropriate revisions to plans.
Periodically performs field construction observation services Conducts project closeout, including contract closeout, internal evaluation of project performance relative to the budget and feedback from the client regarding our performance on projects.
Stays abreast of new construction trends and techniques.
Participates in professional organization(s) in the manager’s area of expertise and/or client focus.
Guides and mentors other field staff in performing construction observations services.
Assists in establishing estimates of construction costs/schedules for budgeting and preparing/presenting proposals.
Qualifications: Knowledge, Skill & Abilities: Advanced knowledge of construction practices and methodology Ability to interpret and understand plans and specifications Excellent communication skills (verbal and written) Exhibits initiative, responsibility, flexibility and leadership Ability to lead, manage, train, and mentor others Proficiency in MS Office, and technical software with ability to learn Construction Project Management (CPM) and other project management software programs Good time management skills with ability to handle complex deadline driven workload with strong organizational skills Ability to pass safety classes and exhibit safety oriented mentality Good math skills Self-Motivated and ability to work independently and also in a team of professionals Good technical writing skills Effective human relations skills to build consensus, resolve conflict and confront/address design compliance issues with contractors and/or design professionals.
Ability to learn, utilize and promote the company’s use of new technology and processes Education: High School Diploma or equivalent required.
2-year degree from technical school or college, or equivalent experience preferred.
Experience: 10+ years’ construction, survey and/or field observation, with 5+ years as a project lead required.
Strong proficiency in MS Office.
Certification Expectations: Certifications have reciprocity in some states.
Construction Project Manager will need to obtain appropriate certifications for work assignments, and will receive direction from manager on certifications needed.
Construction Project Manager must pass all required certifications and maintain those certifications throughout employment.
Certifications that may be required include but are not limited to: Concrete Soil Density Asphalt Paint Welding Sewer Testing Traffic Control Railway Worker On-Track Safety E-Rail Safe Safety Orientation 10-Hour OSHA Confined Space First Aid, CPR and AED Travel Expectations: Overnight travel is required.
Construction Specialist travels in company vehicle, personal vehicle or by air travel to project site staying near project site during the work week with expenses paid.
Depending on base location of employee and/or project work, position travels up to 40-50% of the time.
Valid driver’s license with good driving record required.
Other Information: This position is subject to drug and alcohol testing under the authority of the Federal Railroad Administration.
The selected candidate will be required to pass a DOT FRA drug test as a condition of employment in this position.
The selected applicant will also be required to complete a back-ground check.
An applicant with a confirmed positive test result in the past (or the equivalent) that has not successfully completed all rehabilitation program requirements and follow-up testing requirements is not eligible for this position.
Working Conditions: Work will involve outside field work and have exposure to extreme weather conditions and nature elements.
Must be able to stand, walk, stoop, kneel, crouch, crawl and balance.
Position will have extensive walking.
Must be able to navigate difficult terrain, including un-even surfaces, ditches, steep slopes, etc.
