Summary of Work Communications Specialists provide 24-hour voice radio communications for the state of North Dakota as well as providing 1-800 emergency service for the entire state and 911 responses for designated areas.
Individuals at this level will perform duties at a fully trained and qualified level independent of close supervision or guidance.
Receive 911 calls from designated areas.
Receive 1-800 state emergency calls.
Work with law enforcement during officer's tour of duty.
Work with firefighters and medical response teams on a daily basis.
Perform records entries and inquiries to NCIC (National Crime Information Center).
Disseminate severe weather watches and warnings.
Receive and acknowledge all warnings, alerts, and tests from the National Warning Center.
Receive and draft (send) messages for law enforcement data and information.
Assist with developing, implementing, presenting, scheduling and tracking the training for communications center staff, ensure all certifications remain current.
Participate in developing, implementing, and maintaining emergency communications and mapping projects/systems.
Assist with developing and updating protocol for the interaction of North Dakota's resources without of state issued Amber Alerts.
Perform all functions of a Communications Specialist on a rotating basis and during emergencies or staff shortages.
Knowledgeable in Microsoft Office software.
Must also have the ability to type at a speed of no less than 40 wpm.
Ability to work shifts consisting of 12 hours from 7:00 am to 7:00 pm and 7:00 pm to 7:00 am.
Must reside within a 30 mile radius of Bismarck, ND.
Perform other duties as required or assigned.
NOTE: Work is in a confined work area and applicant must interact by visual, auditory, and physical methods.
Minimum Qualifications These positions require an intensive background check to be completed on applicants who receive conditional offers.
Any felony convictions will disqualify an applicant and any applicant who fails to disclose criminal background information will be automatically disqualified from further consideration.
Communications Specialist I Level: Requires one of the following: One year work experience as a public safety/911 dispatcher, paramedic/EMT, firefighter, law enforcement or corrections officer or other emergency communications dispatch or switchboard work experience, or Two years of work experience performing office support, clerical, secretarial, or customer service duties that involved multitasking and communicating with the public; two years of college course work in criminal justice, psychology, counseling, nursing or other closely related field may substitute for the work experience requirement on a year for year basis.
Employees in this class are required to obtain certification by the National Crime Information Center (NCIC), Cardiopulmonary Resuscitation (CPR) and Emergency Medical Dispatcher (EMD) within six months of employment.
Must also have basic computer experience and typing skills (40 wpm minimum).
Successful completion of the interview process, reference checks, background investigation and pre-employment drug and hearing tests.
Communications Specialist II Level: Requires the following: Certification in CPR, EMD and NCIC, and two years of work experience as a public safety/911 dispatcher with duties similar in nature and complexity to Communications Specialist I.
Must also have basic computer experience and typing skills (40 wpm minimum).
Successful completion of the interview process, reference checks, background investigation and pre-employment drug and hearing tests.
