Overview:
We have a client looking for a Business Analyst.
The BA’s primary responsibility is to create and deliver high quality solutions for the software systems operated with the Economic Assistance Division and to ensure that the implemented software code and processes meets the requirements of the business programs, conforms to all applicable federal and state laws and meets the needs of customers.
The person in this role will utilize information available from existing system usage statistics as well as industry trends to help inform areas of focus and opportunity.
Core Responsibilities Include:
Consult with customers, business users and technology specialists to identify and document business processes and data flows, identify and document detailed business requirements related to the business processes, document gap analysis and to assist with the development of project artifacts.
Apply in-depth Business Analysis knowledge to review and analyze systems problems and identify solutions.
Lead and participate in joint application design session with technical team to ensure business requirements are met.
Identify areas for process improvement to enhance quality and optimize cost.
Develop test scenarios and test cases based on written requirements
Execute and review test runs and sign off on testing components
Support the development of end-user training materials and end-user documentation as required.
Work with the technology teams to ensure business requirements are fully defined and tested.
Oversight role during the stabilization phase of each release including the monitoring of system change execution, the development of system "fix" strategies and the close monitoring of the implementation of those strategies
Ensure internal and external stakeholders management through effective communication and contributes to the improvement of technology adoption through lessons learned, best practices.
Monitor and track process improvement outcomes through data analysis.
Minimum Education and/or Experience Required:
Bachelors’ Degree or Masters’ Degree.
Additional Experience and/or Qualifications:
8+ years of experience working on large scale, complex projects.
5+ years of SNAP, TANF or other economic assistance program expertise.
7+ years of experience in leading requirements capture, management and analysis activities, including conducting user interviews, leading and facilitating JAD sessions, and developing business process models and formal specifications
Web portal development and implementation experience
Experience with UI/UX design
Business Analysis Process (SDLC, documentation procedures) experience.
Excellent impact analysis and prioritization skills within program and development teams
Excellent analytical skills, the ability to integrate information from multiple sources to execute effectively and efficiently in a dynamic environment
Outstanding verbal and written communication skills at all level of the organization
Ability to work independently with minimal supervision, be a team player, and be well organized and efficient with excellent judgment, problem-solving and decision-making skills
Excellent customer relation skills including presentation and meeting facilitation.
High-level of technical expertise data transfer, data integration and data integrity
