Summary of Work At the North Dakota Department of Transportation, we owe our success to our Team and processes.
As the Program Manager in our Environmental and Transportation Services (ETS), you will provide leadership and assist with administration of the ETS Division.
The ETS Division provides leadership and direction for allied services necessary to deliver highway improvement projects and provides stewardship for the natural and human environments.
You will manage and provide direction for the delivery of project development activities and allied services.
You will be collaborating with divisions, districts, consultants, and agencies on program level initiatives and project activities.
Our program manager will provide mentorship, guidance, and direction to employees to ensure staff has adequate skills, knowledge, and ability to complete program and project level activities.
The ideal person for this position will be a problem solver who enjoys leading a team and has excellent communication skills and attention to detail.
Primary duties associated with this position are as follows: Assist in Providing Leadership for the Division performing duties and responsibilities in the absence of the Division Director.
Assist in developing strategic planning goals, objectives, and long-range plans.
Represent the department and division on committees, conduct special studies as assigned by Division Director and make presentations and explain division policies and procedures.
Program Management of the Environmental, Cultural, Consultant Administration, and Technical Services.
Manage and provide direction for the delivery of project development activities and programs.
Establish working relationships and communication with districts, divisions, federal, and state agencies on processes and programs of the division's allied services.
Develop priorities and monitor projects, establish program initiatives, and make assignments as required.
Champion implementation of new processes and technology that improve the workload of the team.
Mentor, Guide, Train, Evaluate and Hire Team Members.
Work with team members on personal growth plans, performance reviews, and employee issues.
Work with supervisors and Human Resources on job classifications, duty descriptions, interviewing, and hiring team members.
Encourage cross functional teams, sharing information and open lines of communication.
Provide training for staff, consultants, and resource agencies.
Represent the Department on Environmental, Cultural, Consultant Administration, and Technical Services Topics within transportation project planning and design.
Work with interagency and interdisciplinary teams on complex projects with the potential for substantial impacts and develop solutions that are acceptable to all stakeholders.
Engage and collaborate with Tribes, American Council of Engineering Consultants (ACEC) and Association of General Contractors (AGC).
Provide testimony as required for legislative proceedings.
Provide comments on national issues, legislation, and proposed federal rulemaking.
Make presentations and represent the department and division.
Conduct special studies as assigned by the Division Director.
Minimum Qualifications Registration as a Professional Engineer in North Dakota and three years of experience leading a major engineering function and providing supervision of employees.
Employment of the selected candidate will be contingent on satisfactorily completing the interview process and reference check.
